A photograph from the Interstate Commerce Commission’s survey of railroad structures in 1917 of the Elizabethville Water Tank that serviced the steam locomotives operating on the Summit Branch Railroad between Williamstown and Millersburg, Dauphin County, Pennsylvania.
The survey was done to determine the feasibility of merging smaller railroads into regional systems for the purpose of better efficiency.
The man in the photo has not been identified.
