None of the men in the photo have been identified. In this particular storm, possibly around 1917, it took about a week to clear the line.
According to Gene D. Gordon, Little Railways of the Lykens Valley, a snow sweeper car, could not open the tracks after the most severe snow storms and the traction company had to hire crews of laborers to hand-clear the route.
